Tattooing has been used as a form of punishment to stigmatize criminals for more than 200 years. in the Edo Period (1603-1868) in Japan.
Then the expression irezumi (insert ink) to refer to tattoos for criminal use.
These were usually people who had committed minor offenses and there were so many people with these stigmas that in certain communities it ceased to be a shameful mark and became a symbol of pride.
Others have begun to cover up these criminal marks with decorative tattoos.. And very soon this trend spread outside the criminal sphere to civil society in general.
